Chandrababu Naidu Launches ‘P4’ Mission to Eradicate Poverty by 2029
Amaravati: Andhra Pradesh Chief Minister N. Chandrababu Naidu on Friday unveiled a bold initiative to eliminate poverty in the state by 2029 through the newly launched P4 (Public-Private-People Partnership) model. The scheme, which aims to foster a culture of collaborative responsibility, will mobilize the wealthiest 10% of society to uplift the poorest 20% by creating a robust network of mentorship and support.
At the inaugural general body meeting of the Swarnandhra‑P4 Foundation, held at the State Secretariat and attended virtually by ministers and officials across all administrative levels, Naidu laid out a transformative roadmap under the P4 scheme.
Targeting 15 Lakh Families for Upliftment
The Chief Minister announced that the government will identify 15 lakh impoverished families, termed “Bangaru Kutumbams” (Golden Families), by August 15, and appoint one lakh ‘guides’—mentors who will take responsibility for supporting and nurturing these families.
“These guides won’t just assist once—they will serve as long-term mentors,” Naidu emphasized, calling upon NRIs, philanthropists, industry leaders, and local changemakers to join the initiative. “Many are already helping in their own way. Now we want to channel that goodwill through a common platform,” he added.
Decentralized Execution, Centralized Vision
To ensure proper coordination and oversight, the government will establish two core bodies—a state-level Executive Committee and an Advisory Committee. District and constituency-level P4 chapters will also be formed, comprising ministers, MLAs, officials, and public representatives.
Naidu also unveiled the official P4 logo, symbolizing the mission’s commitment to inclusion, equity, and collective progress.
A Cultural Shift in Social Responsibility
Speaking about the scheme’s long-term impact, the Chief Minister said, “The P4 model is not just a program—it’s a movement to close the gap between rich and poor. If we can unite the spirit of service with structured implementation, Andhra Pradesh will become a beacon of inclusive development.”
Naidu cited global philanthropic models like the Bill and Melinda Gates Foundation and Indian efforts by Vedanta and GMR Foundations as inspiration. He urged the state to build a similar “give-back culture” where success becomes a catalyst for social change.
Aiming to Make History
“By 2029, Andhra Pradesh must be free of poverty. This is not a routine target—it’s a historical mission,” Naidu declared. “With strong resolve, even the impossible becomes possible.” The CM concluded by encouraging every official and citizen involved to spread the P4 message far and wide and to ensure its ideals reach every village and household.
