APSRTC Promotions Stall as DPC Refuses to Process Advancement Due to Documentation Issues

The aspirations of senior officials in the Andhra Pradesh State Road Transport Corporation (APSRTC) have been thwarted as the Departmental Promotion Committee (DPC) has put a halt to the promotion process. Nearly 110 senior officials, including those from key ranks such as Depot Manager, Divisional Manager, Regional Manager, and Executive Director (ED), have been left in limbo due to incomplete documentation, delaying their long-awaited career advancements.

For the past six months, these officers have been awaiting promotions, but their hopes were dashed during the DPC’s recent meeting. The committee, responsible for assessing and approving promotions, refused to proceed with the promotion process due to discrepancies in the Annual Confidential Reports (ACRs). Specifically, the reports were not prepared in the required government format, a stipulation set by the DPC.

Despite multiple requests from APSRTC officials to proceed with the existing reports, the DPC remained firm in its stance, emphasizing that the ACRs must be submitted in the official government format for the promotion process to move forward. This decision has left several senior positions in limbo, causing operational disruptions across the APSRTC.

As a result of the stalling of promotions, many depots in various districts are currently operating under in-charge officials, rather than permanent appointees. This has further added to the challenges faced by the corporation in maintaining smooth operations and effective management.

The delay in the promotion process has sparked frustration among the affected officials, who have worked diligently in their respective roles for years and are now facing the prospect of indefinite waiting. With a backlog of promotions accumulating and key positions left vacant, the APSRTC is now confronted with the challenge of managing these delays while ensuring efficient service delivery.

As the DPC remains resolute in its position regarding the format of the ACRs, the situation highlights the tension between bureaucratic procedures and the pressing need for timely promotions to ensure a functional workforce in the APSRTC. The outcome of this standoff will likely have a significant impact on the morale of senior officials, as well as the operational efficiency of the corporation moving forward.
