Reinstated Policy Brings Major Relief to APSRTC Workforce

In a significant pro-employee move, the Andhra Pradesh coalition government has reinstated Circular 1/2019, bringing relief to nearly 48,000 employees of the Andhra Pradesh State Road Transport Corporation (APSRTC). This long-standing demand, championed by the National Mazdoor Union (NMU), had been pending since the controversial withdrawal of the circular during the previous YSRCP administration.

Circular 1/2019 had previously served as a crucial framework guiding disciplinary actions within APSRTC. Its revocation had sparked widespread discontent among staff, with unions alleging that even minor lapses were attracting disproportionately harsh penalties. The absence of standardized guidelines created uncertainty and stress among the workforce, prompting widespread protests and appeals for reinstatement.

Acting on the state government’s directive, APSRTC management recently held talks with NMU representatives to address their concerns. During the discussions, union leaders emphasized that employees were being unfairly targeted for trivial infractions. Responding constructively, APSRTC issued formal instructions mandating that all future disciplinary actions strictly follow the reinstated provisions of Circular 1/2019.

This decision is seen as a major win for employee rights and fair workplace practices. NMU leaders have publicly lauded the efforts of Chief Minister N. Chandrababu Naidu, Transport Minister Ramprasad Reddy, and APSRTC Managing Director for taking swift and empathetic action.

In a bid to inform and unify employees around this development, the NMU has announced statewide “gate meetings” to be held at all APSRTC depots on Friday. These sessions aim to educate staff on the implications and protections offered by the reinstated circular.

This move is expected to restore trust between APSRTC management and its workforce, while also reinforcing the government’s commitment to ensuring equitable treatment and job security in the public transport sector.
