New Delhi: The National Commission for Women (NCW) issued a second summons on Friday to Bibhav Kumar, Chief Minister Arvind Kejriwal’s personal secretary, directing him to appear before it in relation to the alleged assault on AAP Rajya Sabha MP Swati Maliwal.

Addressing a press conference, NCW chief Rekha Sharma stated, “We have issued a second summon today to Kumar through the police, regarding his appearance before the NCW concerning the alleged assault on AAP MP Maliwal.”

Sharma emphasized that the commission could have dispatched a team to Kumar’s residence today to serve the summons directly. She discussed the prompt action taken by the NCW upon learning of the incident through social media.

“I closely monitored the situation, spoke to Maliwal, and encouraged her to file a complaint,” Sharma explained. “She was deeply traumatized by the unexpected assault at her party leader’s residence, given her consistent advocacy for women’s issues.”

Sharma also mentioned her discussions with the Police Commissioner regarding the charges detailed in the FIR under sections 308, 341, 354 D, 306, and 309 IPC.

According to sources familiar with the matter, Maliwal alleged in her complaint that Bibhav Kumar verbally abused and physically assaulted her without provocation while she was waiting in the drawing room at the Chief Minister’s residence.

“He verbally abused me and without any provocation, repeatedly slapped and punched me,” Maliwal stated in her recorded statement to the Delhi Police’s Special Cell. “I pleaded with him to stop and informed him of my physical discomfort, but he continued to threaten and assault me.”

The incident has sparked significant public and legal attention, with ongoing developments expected as investigations proceed.
