In a significant push towards eradicating poverty in Andhra Pradesh, Chief Minister N. Chandrababu Naidu has set a target for 15 lakh families to be adopted by Margadarsis (mentors) under the state’s ambitious Zero Poverty P4 Mission by August 15, 2025.

During a high-level review meeting held on Wednesday, the Chief Minister directed officials to expedite the registration of Margadarsis and fast-track the adoption of families under the P4 (Public-Private-People Partnership for Poverty Elimination) model. He emphasized that this mission represents a natural evolution of the Public-Private Partnership (PPP) policy introduced during India’s post-liberalization reforms.

As part of this initiative, the Smart Andhra Pradesh Foundation will be restructured into the Swarna Andhra P4 Foundation, strengthening institutional support for the mission. Highlighting the success of Amaravati’s land pooling model—where 29,000 farmers were made stakeholders in capital development—Naidu called on Margadarsis to emulate this by adopting “Bangaru Kutumbalu” (Golden Families) and guiding them towards economic self-reliance.

“P4 is about transforming lives through mentorship, opportunity, and inclusive growth. Each Margadarsi must become a beacon of hope for at least one family,” the Chief Minister said. He added that he will personally monitor the initiative’s progress every 10 days. He also reviewed new logo designs prepared for the P4 campaign.

Officials informed the CM that several reputed organizations—including Milaap, Project DEEP, Rang De, and Bhargo—have come forward to support the initiative, offering both financial backing and programmatic expertise. So far, 70,272 families out of the 19.15 lakh registered as Bangaru Kutumbalu have been adopted. The majority of these belong to historically disadvantaged communities: 26,340 from the Backward Classes, 14,024 from Scheduled Castes, and 13,115 from Scheduled Tribes.

e-Governance Milestone & Cabinet Decisions

Earlier in the day, Naidu chaired the Cabinet meeting and was commended for achieving a digital governance milestone—conducting 25 fully paperless e-Cabinet meetings within a year.

The Cabinet approved several key proposals, including:

  • Special Remission for Life Convicts: The Home Department’s proposal to grant remission to 17 life-convicted prisoners was approved, in line with new Supreme Court guidelines. Eligible inmates are those who have served at least 14 years (in death-penalty eligible cases) or 7 years (in life-term eligible cases).
  • Safe Drinking Water for Tribal & Drought-Prone Areas: The Panchayat Raj and Rural Development Department secured a one-time settlement of ₹575.75 lakh to provide RO-based safe drinking water in Uddanam and tribal regions of Srikakulam under the NTR Sujala Pathakam. An additional ₹822.86 lakh was approved for 15 water treatment plants aimed at covering 533 water-scarce habitations across four mandals in the Kuppam constituency.

These decisions, officials said, reflect the government’s dual focus on humane governance and critical infrastructure.
