Andhra Pradesh Government Issues New Guidelines to Curb Unauthorized Constructions
The Andhra Pradesh government has introduced stringent measures to tackle unauthorized and illegal constructions across the state. In line with recent Supreme Court directives, the Municipal Administration Department, led by Principal Secretary Suresh Kumar, released new guidelines to regulate urban development and ensure compliance with zoning laws.
Key provisions of the new guidelines require building owners to submit an undertaking regarding their Occupancy Certificate (OC). Authorities are now mandated to ensure that buildings are only occupied once they have obtained a valid OC. Additionally, construction plans must be prominently displayed until the project is completed, and officials are instructed to conduct regular inspections to verify compliance.
A critical aspect of the guidelines stipulates that an OC should not be issued if any construction violations are present. Furthermore, basic amenities, such as drinking water, drainage, and electricity connections, will only be provided to buildings that possess a Habitation Certificate.
The new regulations also prohibit the issuance of trade and business licenses for unauthorized constructions. All buildings must adhere to zonal plans, and deviations will be penalized. Additionally, banks have been instructed to approve construction-related loans only after confirming that the building holds a valid Habitation Certificate.
These new directives are aimed at ensuring more responsible urban planning, preventing illegal developments, and enforcing stricter building norms across Andhra Pradesh.
