“Kingdom of Saudi Arabia Imposes Fine for Violations of Haj Regulations

The Kingdom of Saudi Arabia (KSA) has announced the imposition of a fine amounting to 10,000 Saudi Riyals (equivalent to Rs 2,22,662) for violations of Haj rules and regulations for the year 1445 AH-2024.

Effective from June 2, 2024, until June 20, 2024, the fine will be applicable to all citizens, residents, and visitors found within specified geographical areas without a valid Haj permit. The Saudi Ministry of Interior (MoI) released a statement on Tuesday, May 7, confirming the enforcement of this measure.

Strict enforcement of regulations will be observed in various key locations, including Makkah, the central region, the Holy Sites, the Haramain train station in Rusayfah, security control centers, sorting centers, and temporary security control centers. Residents found violating regulations will face deportation to their home country and a legal ban from reentering the Kingdom for a specified period.

Furthermore, the ministry has underscored the importance of adherence to Haj regulations, stipulating that repeat offenders will incur double fines amounting to 10,000 Saudi Riyals.

Ensuring the safety, security, comfort, and reassurance of pilgrims during their rituals remains the paramount concern. Any unauthorized transportation of individuals who violate Haj regulations without a permit constitutes a serious offense, carrying penalties of imprisonment for up to six months and fines of up to 50,000 Saudi Riyals (equivalent to Rs 11,13,336), as reported by the Saudi Press Agency (SPA).

Judicial rulings will include the seizure of transportation means, deportation of expatriate transporters, and banning them from entering the Kingdom for a specified period, with financial penalties escalating in accordance with the severity of violations.

Visa issuance for Haj 2024 commenced on March 1 and concluded on April 29, with pilgrims scheduled to begin arriving in the Kingdom on May 9, 2024. While Haj is expected to commence on June 14, the final date remains subject to change pending an official announcement by the Saudi Arabia moon sighting committee in the days leading up to the event.”
