NHRC Seeks Report on Bengaluru Stampede That Claimed 11 Lives During RCB Victory Parade

The National Human Rights Commission (NHRC) on Thursday took suo motu cognizance of the tragic stampede near Bengaluru’s M. Chinnaswamy Stadium, which left 11 people dead and over 50 injured during celebrations for Royal Challengers Bengaluru’s IPL victory.

In response, the Commission has issued formal notices to the Deputy Commissioner of Bengaluru Urban District, who also serves as the District Magistrate, and the City Police Commissioner, seeking an Action Taken Report (ATR) within seven days. The notice, signed by Assistant Registrar (Law) Brijvir Singh, directed both officials to investigate the allegations made in multiple complaints and submit a detailed report for the Commission’s review.

“The authorities are also directed to submit the list of deceased and injured victims, as well as all relevant permissions obtained and granted for organising the event,” the NHRC stated.

The Commission further demanded:

Details of the permission-issuing authority

Reports from the Special Branch, CID, and Police reviewed prior to event clearance

All other relevant documents pertaining to crowd management protocols

The NHRC said it had received multiple complaints, including one from the BHIM organisation, alleging gross administrative negligence in managing the crowd during RCB’s trophy parade following their IPL 2025 victory. The complainants noted that festivities continued inside the stadium even as casualties and chaos unfolded outside. “The allegations prima facie point to serious violations of human rights,” the NHRC said in a statement.

Invoking Section 12 of the Protection of Human Rights Act, 1993, the Commission’s Bench, presided over by Member Priyank Kanoongo, took formal cognizance of the matter. The NHRC, vested with civil court powers under Section 13 of the Act, has launched a preliminary inquiry into the tragedy.

Complainants also urged the NHRC to:

Initiate a high-level investigation

Hold officials accountable

Ensure adequate compensation for victims

Recommend preventive guidelines to avert such disasters in the future

The stampede occurred on June 4, during the celebratory parade of Royal Challengers Bengaluru, drawing massive crowds to the iconic stadium. The incident has since sparked national outrage and calls for accountability from civic and police authorities.
