In a sweeping move to streamline staffing and strengthen school administration, the School Education Department has promoted 4,755 teachers across various levels and initiated a large-scale transfer process under the recently enacted Transfer Act. This marks the first such initiative since the repeal of the controversial GO-117, previously implemented by the former government.
As part of the restructuring, 4,693 surplus school assistants (SAs) have been reassigned as headmasters of model primary schools, ensuring optimal use of existing teaching personnel while addressing leadership gaps in the newly established institutions.
The promotion and transfer process is scheduled to be completed by June 10, with teachers expected to report to their new posts by June 12, coinciding with the reopening of schools for the 2025–26 academic year.
Key Highlights:
- Principal-Level Promotions and Transfers:
- 1,373 school assistants have been promoted to Grade-2 principals.
- Vacancies arising from principal retirements as of May 31 have been filled through these promotions.
- 2,058 applications were received for principal transfers, with 1,494 successfully transferred and now placed in new schools.
- Among 3,532 primary school principals, 2,037 requested transfers, and 1,872 have already been relocated across the state.
- Model Primary Schools Expansion:
- The government has established 9,607 model primary schools for the upcoming academic year.
- Surplus school assistants are being prioritized for headmaster roles, with over 10,500 applications received.
- Only SAs who meet subject-specific needs will be appointed, based on detailed district-level data.
- If vacancies remain post-adjustment, eligible candidates from the Mega DSC will be considered.
- Secondary Grade Teacher (SGT) and SA Transfers:
- 42,248 SGTs and 43,033 SAs have applied for transfers.
- Of the SA applicants, 23,113 fall under mandatory transfer criteria, while the rest applied voluntarily.
- 1,382 SGTs are expected to be promoted to headmaster positions in model schools.
- An additional 2,000 school assistants will receive promotions based on eligibility and vacancies.
- Future Transfers:
- Once regular teacher transfers conclude, attention will turn to long-pending cases from DSC-1998 and DSC-2008, who will be relocated within their respective districts.
- First-time DSC recruits will receive postings after this phase is completed.
Policy Shift & Field-Level Realignment:
The School Education Department has shown flexibility in its execution strategy. Initially, plans were in place to appoint junior SAs as headmasters in cases where subject-specific applicants were unavailable. However, this decision was rolled back due to operational challenges. With over 10,000 SAs already submitting their preferences, officials are confident of successfully filling the 4,693 identified headmaster posts.
This comprehensive reshuffle marks a significant step toward revitalizing school leadership and improving administrative efficiency in public education across the state.
