Security Council Extends UNIFIL Mandate, Urges De-escalation in the Middle East
The United Nations Security Council has unanimously voted to extend the mandate of the United Nations Interim Force in Lebanon (UNIFIL) until August 31, 2025. The extension, formalized through resolution 2749 (2024), underscores the critical need for a comprehensive, just, and lasting peace in the Middle East.
The Council’s resolution reiterates the necessity for the full implementation of resolution 1701 (2006), which aims to maintain peace and stability in Lebanon and along the Blue Line. It calls for immediate measures to de-escalate tensions, restore calm, and promote stability in the region.
In a move to enhance the effectiveness of UNIFIL, the resolution encourages Secretary-General Antonio Guterres to ensure the Force remains adaptable to support de-escalation efforts. The Council has requested continued updates on the implementation of resolution 1701 every four months to monitor progress and address emerging challenges.
Before the vote, France highlighted the ongoing tensions along the Blue Line and the significant risk of open conflict. French representatives urged Iran and its supported groups to refrain from aggressive actions, emphasizing the importance of using UNIFIL and the framework established by resolution 1701 to manage the situation. France proposed a 12-month renewal of UNIFIL’s mandate to align with these concerns.
Following the vote, the United States expressed disappointment that some Council members blocked efforts to explicitly condemn Hizbullah for its recent actions. The U.S. representative noted that Hizbullah had engaged in regular attacks on northern Israel since October 8, 2023, contributing to regional instability. The U.S. emphasized that Lebanon should not serve as a safe haven for terrorist organizations or a base for attacks against Israel.
The U.S. and the United Kingdom’s representatives also highlighted Iran’s role in supplying advanced weaponry to Hizbullah, framing the extension of UNIFIL’s mandate as a crucial step towards regional de-escalation.
