Andhra Pradesh Government Announces Major Educational Reforms with Five-Category School System
The Andhra Pradesh government has unveiled an ambitious educational reform plan that will restructure the state’s school system into five distinct categories, starting next year. This restructuring will be accompanied by the revocation of GO 117, which was introduced by the previous YSR Congress Party (YSRCP) administration. In order to ensure the new system is well-aligned with the needs of students, teachers, and parents, the government will seek suggestions and feedback from all stakeholders before finalizing the new framework.
Key Features of the Educational Reform
One of the central components of the reform is the reinstatement of Grades 3, 4, and 5, which were previously integrated into primary and upper primary schools by the previous government in 4,731 schools. The new system will reintroduce these grades to better cater to the developmental and educational needs of students at those levels. Furthermore, the government plans to overhaul the current primary-upgraded schools, either upgrading them further or reverting them to their original status as primary schools, based on the number of students enrolled.
Another significant change is the discontinuation of the High School Plus system, which currently combines high school education with intermediate-level classes. Under the new framework, intermediate education will be separated from high schools and brought under the jurisdiction of the Intermediate Education Department. The decision to make this change will be informed by student enrollment data as of December 31 of the previous year, ensuring the new system reflects actual demand and student population trends.
Five-Category School Model
The government’s new educational framework introduces a five-category school model that aims to provide a more tailored educational experience for students across different stages of learning. Each category is designed to address the specific needs of students based on their age and grade level, as well as geographical and infrastructural considerations.
- Satellite Foundation Schools: These schools will be established by converting existing Anganwadi centers that offer pre-primary education (LKG and UKG) into satellite foundation schools, ensuring that early childhood education is accessible in more areas.
- Foundation Schools: These institutions will focus on early education by offering both pre-primary education (Levels 1 and 2) and Grades 1 and 2. These schools will serve as the foundation for students’ academic development.
- Basic Primary Schools: These schools will offer a more comprehensive curriculum, providing pre-primary education along with Grades 1 to 5. Basic primary schools aim to cater to the foundational needs of young learners and provide a strong academic grounding.
- Model Primary Schools: One model primary school will be set up in each village panchayat, ward, and division. These schools will offer a well-rounded education from pre-primary (Levels 1 and 2) through Grade 5, acting as a model for educational standards and practices in rural and semi-urban areas.
- High Schools: As part of the reorganization, schools that offer Grades 6 to 10 will be classified as high schools, focusing on preparing students for the higher educational stages and exams.

The implementation of the new school model will take into account a variety of factors, including geographic considerations such as proximity to national highways, railway lines, and bridges. This focus will ensure that the schools are located in accessible areas, minimizing travel time for students and making education more accessible for rural and remote communities.
